UKELA lunchtime webinar: Exploring Environmental Outcome Reports (EORs) in the Levelling Up and Regeneration Act 2023
 
Join us for a lunchtime webinar organised by UKELA’s Northern committee (online).
 
The Levelling Up and Regeneration Bill (LURB) received royal ascent on 26 October 2023, becoming the Levelling-up and Regeneration Act 2023 (LURA) (available here). Part 6 (sections 152 – 167) regulates on the replacement of the current system of Environmental Impact Assessments (EIAs) with a new system of Environmental Outcomes Reports (EORs). 
 
The provisions on EORs will come into force on Boxing Day (26 December). Despite the short time left until that day, there is still much uncertainty on how this new system will operate and whether it would mean an improvement from the current system of EIAs.
 
In this lunchtime webinar, our speakers will consider what we know and what we can expect from the new system of EORs in the context of the brand new LURA.

peakers:


1. Claire Petricca-Riding, Head of the Planning & Environment team at Irwin Mitchell 
 
Claire is the Head of the Planning and Environment Team at Irwin Mitchell which consists of a team of 12 specialist planning and environmental lawyers. Claire’s current practice is split between environmental and planning matters across a range of sectors. She is also Head of Irwin Mitchell’s national manufacturing group. Claire was  named in the top 100 ‘Power list’ of influential environment advisers for 2022 and 2023 by leading sustainability publication, The ENDS Report.  Her environmental practice includes advising on a wide range of environmental matters both contentious and non-contentious, renewable energy, net zero and ESG. 
 
2. Helena Gauterin, Head of Environmental Law at the OEP
 
Helena is the Head of Environmental Law at the Office for Environmental Protection – OEP. Her role involves a particular focus on the OEP's scrutiny and advice functions which includes input into advice on proposed changes to environmental law, and OEP reports on the implementation of environmental law. Helena also provides support across the OEP's other activities, including corporate and governance issues. Helena was formerly a senior lawyer at the Environment Agency advising mainly on national rather local issues: water resources, water quality, conservation, Brexit, Environment Bill (now Environment Act 2000).  
 
3. Oliver Spencer, Convenor of UKELA’s Environmental Assessment Working Party
 
Oliver is one of the Convenors of UKELA’s Environmental Assessment Working Party and co-authored UKELA’s response to the recent consultation on the new system of EORs to be implemented through the LURA. Oliver currently works as Senior Legal Counsel at RWE Renewables, a leading renewable energy company. Oliver was formerly a senior associate solicitor in BDB Pitmans’ Planning, Infrastructure and Public Law team, specialising in environmental law, planning and infrastructure consenting.
